Refutation
This objection has real force against naive statements of the FTA and deserves a real answer rather than dismissal. The standard scholarly response (Robin Collins, John Leslie, Richard Swinburne, Luke Barnes) does not require a full probability distribution over all logically possible constants, nor does it require multiple universes as a sampling frame. It uses epistemic (Bayesian) probability via the Likelihood Principle: we compare P(observed fine-tuning | design hypothesis) to P(observed fine-tuning | non-design/chance hypothesis), holding fixed the well-defined 'epistemically illuminated' range of values physicists already consider live possibilities given the relevant physics (e.g., the range of the gravitational constant compatible with any stable, long-lived, structured universe at all, which is a minute fraction of the range of values dimensionally permitted by the equations). This is exactly the kind of single-case probabilistic reasoning routinely used in forensic science, SETI-style design inference, and everyday epistemology (a single fair-looking royal flush, a single lock whose tumblers match a single key) — we do not need repeated universes to reason that an outcome is surprising relative to a specified, physically motivated range of alternatives. Luke Barnes ("The Fine-Tuning of the Universe for Intelligent Life," 2012; "A Reasonable Little Question," 2019) directly answers the 'fallacy of the single case' objection on these terms. The charge of question-begging misfires because the comparison range is derived from physics itself (what values keep the universe stable/structured), not stipulated to guarantee the desired conclusion. That said, the objector is right that some popular presentations of the FTA are sloppy about which probability measure is in view, and the debate over the correct 'measure problem' in cosmology (which distribution over constants is physically natural) remains genuinely open among physicists and philosophers — that is a real, unresolved technical difficulty, not a rhetorical dodge.
Positive case
The FTA's more defensible form is a likelihood-based cumulative case: theism antecedently makes a life-permitting universe more expectable than does a 'brute chance, single universe, no further explanation' hypothesis, and the multiverse alternative itself requires a fine-tuned law-governed mechanism (an inflaton field, string landscape, etc.) to generate universes at all, which pushes the fine-tuning question up one level rather than eliminating it (Collins, 'The Teleological Argument,' in *The Blackwell Companion to Natural Theology*).
Steelmanned objection
The fine-tuning argument (FTA) infers design (or a multiverse) from the observation that the physical constants (gravitational constant, cosmological constant, strong nuclear force, etc.) fall within an extremely narrow life-permitting range. The strongest objection is the 'single-sample' or 'normalizability' problem: probability requires either a reference class of trials or a well-defined probability distribution over possible values, and we have neither for the constants of a single actual universe. Proponents therefore appear to smuggle in an assumed probability distribution (e.g., uniform over some arbitrary range) in order to generate the 'unlikely' conclusion they need — which is circular, since the distribution chosen already encodes the desired improbability.
Incoherence of the alternative
A pure metaphysical naturalism that treats the laws and constants as ultimate brute facts has no resources to explain why *these* laws and *these* constants obtain rather than any of the vastly larger space of life-prohibiting alternatives; 'it's just a brute fact' is not an explanation but a refusal to explain, whereas theism supplies a principled reason (a rational agent selecting a life-permitting configuration) for exactly the datum in question.
